The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.

The Biomedical Informatics and Data Science (BIDS) directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of biomedical informatics and data science by developing and applying world leading data science and computing technologies to basic and applied biomedical research challenges, supporting critical operations, developing and delivering national data resources, and employing leading-edge software and data science.

Within BIDS, the CBIIT Technical Ops Support (CTOS) group implements and manages software projects primarily sponsored by the National Cancer Institute's (NCI) Center for Biomedical Informatics and Information Technology (CBIIT). The work is primarily focused on successfully delivering software projects with development on local servers or the cloud. The projects are very diverse, typically merging science and IT, involve multiple stakeholders, and engineering can involve subcontractors. We work very collaboratively with the NCI to define the requirements and deliver a successful project.

KEY ROLES/RESPONSIBILITIES
  • Manage the following projects: T-Cell Receptor, DCP Desk by providing project management oversight to ensure the successful delivery of the project
  • Manage the financials for the identified projects to ensure costs stay within budget and develop forecasts for an estimate at completion
  • Manage the subcontracts associated with the projects
  • Accountable for the project status for T-Cell Receptor and DCP Desk
  • Disciplined in generating necessary reports and tracking tasks and issues for T-Cell Receptor and DCP Desk
  • Assist in managing the Clinical Reporting and Research Informatics (CRRI) portfolio of projects
  • Assist in managing CRRI financials to ensure costs stay within budget and develop forecasts for an estimate at completion
  • Accountable for the project status for T-Cell Receptor and DCP Desk
  • Leverage your technical expertise to benefit the project and client interactions
  • Provide proactive communication about the project to all relevant stakeholders
  • Create and maintain strong, healthy business relationships with clients, vendors and FNL staff
  • Contribute to requirements gathering and analysis for projects
  • Proactively communicate to Project Management Office (PMO) any major issues that are on the horizon before they are realized
  • Share lessons learned with the other project managers in the PMO
  • Create and maintain standard project management artifacts including WBS, financials, charters, meeting minute documentation, action item tracking, change control registers and risk registers
  • Develop enhanced tracking and reporting tools for the CTOS portfolio and CBIIT funded projects to track the projects over multiple years to find trends, to understand the health of each project, and to assist in alerting management when there are potential issues and risks
  • Able to work independently

  • Be a co-leader in a cross-functional team to ensure successful daily operations for the program
  • Will have a responsibility to work with the BIDS PAO as may be required
  • Other duties as required


BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, 0-2 years of progressively responsible experience
  • experience in assisting the planning and execution of projects
  • Experience in the utilization of business processes and standard operating procedures to improve quality of work
  • Progressively responsible experience must demonstrate increased independence and overall responsibility for more complex projects at a program/directorate level
  • Demonstrated experience with analysis of budgets and costs, and forecasts
  • Demonstrated ability of budgeting and cost tracking
  • Ability to collect and disseminate information in a clear, concise manner
  • Demonstrated success in working in a highly integrated, multi-disciplinary environment
  • Ability to obtain and maintain a clearance


PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Experience in business management, operations management and project management
  • A minimum 5 years of experience in progressively responsible project management related activities
  • Possession of a Master's degree
  • Demonstrated ability to understand and solve complex problems
  • Experience working with a diverse group of stakeholders

  • Maintain necessary project artifacts on a shared space, such as a wiki, where stakeholders can self-serve their documentation needs
