The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

Position Overview:
PROGRAM DESCRIPTION:
The Facilities Maintenance and Engineering (FME) mission is to support the NCI at Frederick in their mission to cure cancer and AIDS. FME is responsible for the physical campus - its research laboratory space, administrative space, the infrastructure that supports the buildings, and the landscape that surrounds them. In addition, we are responsible for managing, planning, designing, and construction management of renovations at the FNLCR.

KEY ROLES/RESPONSIBILITIES
- Analyzing cost and schedule information, identifying potential concerns, identifying corrective alternatives, and presenting recommendations to Project Manager and/or Sr. Leadership to address/fix such issues in an expeditious manner
- Defining and satisfying cost and scheduling reporting requirements
- Producing project documents such as Project Cost Reports and Change Management documentation
- Evaluating General Contractor performance and recommending specific improvements to meet program goals
- Analyzing of integrated resource loaded networks/schedules, resource allocation, progress and status reporting, and performing tasks as assigned
- Coordinating the integration of multiple project schedules into an overall master project schedule
- Development, review, and analysis of project planning documents
- Assisting program personnel in the development and maintenance of detailed resource plans and schedules in Primavera
- Validating estimates prepared by others; and coordinating outsourced pricing and estimates
- Evaluating available information and determining if it is sufficient to complete the desired level of cost estimate
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in a field related to engineering, business or construction management or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirements, a minimum of eight (8) years of progressively responsible experience
- Extensive application of sound project controls principles, processes and tools
- Field and hands on construction experience
- Knowledge of or experience with Primavera scheduling software
- Able to analyze cost and schedule information, identify potential concerns, identify corrective alternatives, and present recommendations to Project Manager and/or Sr. Leadership to address/fix such issues in an expeditious manner
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Ability to analyze quantitative and historical information and make recommendations to project management personnel
- Management or supervisory experience in project planning or project management is a plus
- Estimating projects for Facilities Maintenance and Engineering (FME) by developing cost estimates that lead to the establishment of the cost and schedule baselines
- Experience with CostWorks estimating software
- Ability to exercise independent judgment to complete tasks that require compliance with FME guidelines, but also be able to work as part of a team
- Ability to interface and communicate with a wide range of functional areas in a highly technical environment, to provide data, analysis, and advice to customers or management in a professional manner
EXPECTED COMPETENCIES
- Proficiency in Microsoft Office
- Proficiency in Primavera Scheduling Software
- Strong customer service skills and the ability to work with minimal supervision
