Position Overview:

PROGRAM DESCRIPTION

The mission of Enterprise Information Technology (EIT) is to develop an enterprise-level, consolidated information technology infrastructure that provides exceptional IT capabilities to the Frederick National Labs for Cancer Research (NCI-Frederick/FNLCR) in support of basic, translational, and clinical cancer and AIDS research. The IT Operations Group (ITOG) is a part of Enterprise Information Technology (EIT) within Leidos Biomedical Research, Inc. ITOG is responsible for computational servers, storage servers, virtual machine infrastructure, and the FNLCR network. ITOG focuses on implementing enterprise IT best practices in the areas of computational services, storage, backup, and archiving; batch and application support; server consolidation and virtualization; network infrastructure; unification of voice, teleconferencing, and video communication technologies; and improved infrastructure for collocation of dedicated servers.

KEY ROLES/RESPONSIBILITIES

This position is responsible for leading the Infrastructure Technology Operations Group (ITOG) Storage team in all aspects of the ongoing management of the storage team and systems. This individual manages resources and processes to deliver high quality technology projects and initiatives. This position is responsible to collaborate with both EIT and other FNL science organizations with a high sense of urgency and a focus on excellence and results.
  • Manages vendor relationships, participates in vendor selection for both products, and services, contributes to the establishment of new contracts
  • Analyzes and recommends new technologies that will reduce costs, improve quality, or improve reliability
  • Ensures vendors meet commitments and contractual agreements
  • Conducts regular vendor reviews
  • Provides asset management of Storage equipment
  • Ensures audit information, requirements, and compliance are met
  • Ensures storage components are operational and performing as designed by the Storage Engineering Team
  • Solves highly complex technical issues
  • Defines, recommends and drives process improvements
  • Defines, recommends and drives technology improvements
  • Identifies cost saving opportunities
  • Directs and manages the daily activities of highly technical individuals
  • Develops and sets operational performance levels within the functions of this role
  • Ensures all Storage administration Change, Release, Incident, Problem, Security, and Configuration Management processes, policies, operating plans, and mandates are followed
  • Ensure team members have necessary tools and information to complete work, in adherence with IT strategies, and goals
  • Ultimately responsible for performing continuous improvement analysis activities as it relates to the team and support requirements, ensuring effective improvements on the team and in the environment, focusing on strategy/goal/scope alignment, on-going maintenance programs, budget restraints, incident avoidance, timeline management, and KPIs
  • Provide and perform reporting functions on success and areas in need of improvement
  • Directs, facilitates, and advise on advanced root-cause analysis for related incidents, problems, and enterprise improvements/integrations
  • Perform day-to-day management tasks and serves as the management escalation point for the team, including after-hours support issues. This includes, but not limited to, all definitions of goal setting, goal and task follow-up for completion, conflict resolution, fostering relationships, and work planning
  • Consult with FNL science groups on approaches and options to optimizing their use of storage solutions
  • Shares knowledge, develops training plans, and help with career planning to ensure a well-trained and qualified staff
  • Continually increases knowledge of supported technologies to support management role, provide technical guidance, and perform advanced problem resolution

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in computer science, information technology or related field or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of four (4) years of progressively responsible experience
  • Three (3) or more years of progressively more responsible infrastructure project leadership
  • Seven (7) or more years of technical experience
  • Strong working knowledge of storage systems and technologies
  • Demonstrated project management leadership experience
  • Strong technical, analytical, organizational, and communication skills
  • Must be passionate about contributing to an organization focused on continuously improving consumer experiences
  • Ability to work comfortably in varying levels of abstraction across FNL mission strategy, product strategy, high level technical design, detailed technical design and implementation
  • Ability to function effectively under pressure in environments of rapid change and conflicting demands and crisis management
  • Demonstrated continuous improvement, quality methodology and project/operations delivery skills
  • Strong leadership skills and demonstrated creative problem-solving skills
  • Demonstrated strong quantitative, analytical and conceptual thinking skills
  • Ability to depict the technical information conceptually, logically and physically

  • Strong customer management and negotiation skills and the ability to mediate opposing viewpoints and articulate the advantages of a technology solution
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Seven 7+ years of technical management experience in a complex, distributed, high transaction digital infrastructure environment with proven responsibility for similar job functions
  • A minimum of five (5) years of Storage architecture design and management experience
  • A minimum of five (5) years of Storage engineering experience with file platforms (Dell EMC, NetApp), Object (S3), enterprise all flash storage solutions (Pure Storage)
  • A minimum of five (5) years of project management experience
  • A minimum of five (5) years of Senior Manager level experience directly managing a team of storage administrator subject matter experts
  • Proven ability to develop architecture and provide design oversight that incorporates high availability, automation, operations supportability and scalability to a high volume, rapidly growing world class digital business
  • Track record of meeting published uptime and service level objectives
  • Experience with Service Now and automation platforms in order to automate operational and repeatable storage tasks
