The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. Position Overview:

PROGRAM DESCRIPTION

The Clinical Monitoring Research Program Directorate (CMRPD) is assisting the National Heart, Lung, and Blood Institute (NHLBI) to develop and implement a well-defined Program Management Office (PMO) framework and infrastructure that can quickly integrate project/program management and other support functions under a matrixed team concept, committing personnel and expertise from multiple organizations within the Institute. This PMO will directly support major NHLBI initiatives and will implement robust project management processes and procedures across the Institute through training efforts, policy development, change management strategies, and other means as identified. The NHLBI provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The NHLBI stimulates basic discoveries about the causes of disease, enables the translation of basic discoveries into clinical practice, fosters training and mentoring of emerging scientists and physicians, and communicates research advances to the public. It creates and supports a robust, collaborative research infrastructure in partnership with private and public organizations, including academic institutions, industry, and other government agencies. The Institute collaborates with patients, families, health care professionals, scientists, professional societies, patient advocacy groups, community organizations, and the media to promote the application of research results and leverage resources to address public health needs. The NHLBI also collaborates with international organizations to help reduce the burden of heart, lung, and blood diseases worldwide. NHLBI anticipates that the PMO will manage multiple Large-Scale Complex Initiatives that will involve program management coordination and support of personnel from organizations across the NHLBI, multi-tiered governance structures, national level stakeholders, and multiple awardees that are performing work as a consortium under Other Transaction Agreements.

KEY ROLES/RESPONSIBILITIES
  • Maintains program management items such as Work Breakdown Structures (WBS), Organizational Breakdown Structures (OBS), Schedule Plans and Baselines, and Schedule Analytic Reports
  • Functions as a facilitator at all levels throughout the schedule development process and communicate effectively with key internal and external stakeholders
  • Prepares comprehensive project schedules and assist with the management of project milestones
  • Supports the development and/or maintenance of the WBS and WBS dictionary for schedule preparation and cost analysis
  • Defines and sequences project activities
  • Develops and maintains Integrated Master Plans (IMP)
  • Develops and maintains Resource-loaded Integrated Master Schedules (IMS)
  • Tracks baseline and update performance
  • Performs critical path assessments, analysis, and reporting
  • Conducts schedule impact analysis for risks and change requests
  • Prepares the schedule for and conduct Schedule Risk Assessments
  • Assists the planning, organizing, completing, and presenting of assessments of program/project scheduling and cost management concepts, analyses, studies, and procedures
  • Ensures scheduling deliverables are submitted on time and that they meet the requirements of the contract
  • Develops weekly and monthly status and analysis reports including but not limited to critical path analysis, variance analysis, trending analysis and major milestone reporting for program stakeholders
  • Performs work with minimal supervision, assist in establishing objectives, and be able to plan and schedule activities to accomplish objectives

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of five (5) years of complex project scheduling experience for Federal Government clients
  • Extensive experience creating and managing resource loaded schedules, Gantt charts and dependencies
  • Experience successfully managing multiple projects within an integrated master schedule (IMS) simultaneously
  • Strong project management background and understanding of project management processes
  • Ability to perform critical path analysis and provide schedule recovery recommendations
  • Prior experience using a deliverable oriented work breakdown structure (WBS) to create project schedules
  • Must have experience creating and maintaining program master schedules with multiple sub-schedules
  • Demonstrated expertise with any combination of the following software tools:
    • Microsoft Project Professional or Server
    • Smartsheet
    • MS Office Suite, including Visio and MS Teams
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • PMP certification
  • Familiarity with Earned Value Management practices within the Federal Government
  • Understanding of Agile development methodologies and how to model them in a project schedule
  • Ability to work collaboratively in a dynamic and fast-paced environment
  • Be able to handle multiple competing priorities while delivering excellent customer support
  • Possess an advanced level of understanding of Project Scheduling industry standards and best practices
