Contracts and Acquisitions (C&A) provides all purchasing, subcontracting, receiving, warehouse, distribution and transportation services the Frederick National Laboratory for Cancer Research (FNLCR) operations and subcontracting support for NCI to include subcontract invoicing.

KEY ROLES/RESPONSIBILITIES
The Subcontracts Invoice Processor I is responsible for:
- Independently auditing and processing subcontract invoices in accordance with subcontract agreement terms and conditions and Federal regulations including FAR, GSA and Federal Travel guidelines
- Ensuring that invoices are reviewed and accurate, that they contain the proper approvals, authorizations and supporting documentation, and are processed for payment within terms and in a timely manner
- Requesting all required supporting documentation from subcontractors
- Handling the resolution of invoice discrepancies
- Reviewing and responding to subcontractors, technical program managers and subcontracts staff regarding invoice issues for reconciliation in a timely manner
- Maintaining proper paperwork and supporting backup for all invoices
- Serving as liaison between departments and subcontractors in resolution of invoice problems and inquires
- Performing accounting and financial transactions, invoice entry, balancing, summarizing, reconciling of vendor invoices, acquisitions and cost reporting
- Ensuring the confidentiality and security of all subcontract and financial files
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of a Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in business administration, accounting or related field or four (4) years of experience in lieu of a degree. Foreign degrees must be evaluated for U.S. equivalency
- Knowledge of or experience related to cost accounting or financial auditing
- Knowledge of basic accounting principles and practices
- Knowledge of computer-based accounting systems
- Experience with Microsoft Office Suite
- Ability to process and audit subcontractor invoices and supporting documentation, including arithmetic calculations
- Proficient in data entry and management
- Ability to maintain a high level of accuracy in preparing and entering financial data
- Ability to obtain and maintain a security clearance
