The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. PROGRAM DESCRIPTION

Leidos Biomedical's Ethics and Compliance Directorate is a centralized function for ethics, auditing, corporate compliance, and business process functions.

KEY ROLES/RESPONSIBILITIES

This position is responsible for various compliance related functions to include export control, conflict of interest, significant financial interest disclosures, Freedom of Information Act Requests, as well as management of Leidos Biomedical policies and procedures and other related compliance activities at the Frederick National Laboratory for Cancer Research.

The position will be expected to work closely with Leidos Biomedical staff to ensure compliance with various compliance regulations. The successful candidate will have the ability to manage multiple initiatives with strong project management skills, competing priorities and deadlines that are subject to frequent change.
  • Develop and manage comprehensive internal export controls to ensure compliance with relevant regulatory agencies, (i.e., EAR, ITAR, etc.)
  • Support business processes for submitting and obtaining all necessary export licenses, permits, certifications, and technology release determinations
  • Review and interpret US Export Administration Regulations to assign appropriate export classifications
  • Update senior management on regulation changes and policy changes
  • Review and manage annual Significant Financial Interest Disclosures for applicable Leidos Biomedical employees
  • Review and analyze actual and potential conflicts of interest arising from research, including human subjects and federal-funded research, business and financial relationships
  • Answer questions regarding conflicts of interest policies, procedures, practices, and determinations; and assuming other responsibilities the Chief Ethics and Compliance Officer might assign
  • Involvement in system and business process enhancements and provide valuable input for improvements
  • Facilitate timely employee conflict of interest disclosures as part of the annual reporting cycle and on an as-needed basis
  • Analyze and facilitate review of conflicts of interest matters related to research environment
  • Manage Outside Activity Agreements for effected Leidos Biomedical employees
  • Manage Leidos Biomedical policies and procedures to include writing new procedures, updating and editing existing processes, deleting outdated processes and accurately tracking all changes
  • Monitor Leidos Biomedical licenses, permits, certificates and other recurring renewals
  • Renew three different liability Insurance policies annually
  • Responsible for working with Corporate Risk Management to manage claims and policy renewals
  • Work with Chief Ethics and Compliance Officer on FOIA requests, to include redacting information and timely response to requests
  • Track Directorate Property and coordinate with Property Department
  • Support other areas of compliance

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA). Foreign degrees must be evaluated for U.S. equivalency
  • Exceptional organization and project management skills including the ability to plan, schedule and successfully carry out multiple projects at the same time with minimal supervision
  • Ability to communicate efficiently and effectively, conveying information clearly, accurately verbally and in written materials, in small or large groups
  • Excellent presentation, and interpersonal skills
  • Proactive, well-organized, and highly motivated
  • Ability to communicate complex and sensitive subject matter effectively and with discretion
  • Ability to thoroughly investigate and problem solve; to see an assignment through from conception to completion
  • Maintain effective, collaborative working relationships with other business areas including Internal Audit, Legal and other relevant offices within Leidos Biomedical and at Leidos, Inc.
  • Emphasize and embody ethical conduct, impartiality, teamwork, continuous improvement, and best practices in day-to- day work
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Knowledge around export controls and compliance
  • Familiarity with FAR and ITAR regulations
  • Experience reviewing and interpreting US Export Administration Regulations and classifications
