The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION
The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.
The Biomedical Informatics and Data Science (BIDS) directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of biomedical informatics and data science by developing and applying world leading data science and computing technologies to basic and applied biomedical research challenges, supporting critical operations, developing and delivering national data resources, and employing leading-edge software and data science.
Operational and Technical Support involves the management and execution of projects sponsored by the National Cancer Institute (NCI) Center for Biomedical Informatics and Information Technology (CBIIT). Our work is primarily focused on successfully delivering driving software projects both on local servers and on the cloud. The projects involve multiple stakeholders, our own and 3rd party engineering/testing teams. We work very collaboratively with the NCI to define the requirements and deliver a successful project. So we are looking for project managers who embrace and foster collaborative environments, are able to think creatively to solve problems, enjoy communicating in multiple ways, comply with the necessary approval processes and have the discipline to keep track of all the moving parts.

KEY ROLES/RESPONSIBILITIES
- Be a team player in a highly integrated, multi-disciplinary environment
- Create and maintain strong, healthy business relationship with clients, vendors and FNL staff
- Be able to work independently
- Foster and nurture collaborative work environment
- Deliver enterprise software for data services platform. Define and implement new data service APIs, architectures and capabilities.
- Perform design, development, integration and deployment using agreed upon standards and tools
- Provide technical leadership and direction for software development initiatives. Perform sizing and estimations
- Participate in code reviews and sprint retrospectives
- Collaborate with Business Analysts and SMEs to help drive business value into solution designs
- Identify and address technology challenges to develop robust, secure, and scalable products and solutions that meets or exceeds customer expectations
- Maintain high standards of software quality while delivering solutions on-time and within budget
- Know who the product is for, how it will be used and how to use it
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education
- Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirement, a minimum of four (4) years of progressively responsible software development experience, including two (2) years of experience in a leadership/manager capacity overseeing software development projects
- Experience in the design, development and testing of enterprise applications
- Proficient in RDBMS e.g. Postgres, MySQL
- Experience with web UI libraries and frameworks e.g. ReacJS, JQuery, Ajax, Angular
- Experience with RESTful web services
- Experience with Source Control systems e.g., Github, SVN
- Experience with debugging, performance profiling and optimization
- Demonstrated experience working in a highly integrated, multi-disciplinary environment
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Possession of a Master's degree
- Experience with data management systems handling big data
- Experience with NoSQL or Graph Database such as MongDB and neo4J
- Knowledge of data management/data transfer frameworks e.g. iRODS, Globus
- Familiarity with cloud technologies
- Experience with continAbility to work with ease in a fast paced, agile environment
- Self-motivated and result-oriented, able to handle multiple projects efficiently
- Excellent communication and interpersonal skills
- Must be a team player
- Must be detail-oriented and possess strong organizational and analytical skills with the ability to prioritize multiple tasks/projects
- Exceptional written and oral communication skills in order to work closely with numerous stakeholders from diverse organizational integration tools e.g. Jenkins, Travis
