The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

Contracts and Acquisitions (C&A) provides all purchasing, property accountability,
subcontracting, receiving, warehousing, distribution, and transportation
services for the Frederick National Laboratory (FNL).

KEY ROLES/RESPONSIBILITIES
  • Provide direction and leadership of receiving, warehousing, distribution, and freight forwarding, as well as collaborative direction to property compliance for the Frederick National Laboratory (FNL)
  • Directly manage and operate the Freight Forwarding Department and oversee the operation of the Receiving and Property and Supply Management Departments
  • Provide guidance, training, counseling, and input on daily logistical operations
  • Participate in the execution of projects and provide technical guidance in the development of administrative and operational processes, templates, procedure manuals, and other documents
  • Provide support to the development and implementation of various operational plans and technical / logistical tracking systems to meet operational requirements
  • Manage project risk by proactively anticipating issues and develops contingency plans and implement associate agreed to solutions
  • Conduct department meetings and develop meeting agendas
  • Perform metrics reporting and data analysis tasks to identify issues and opportunities for process improvements
  • Manage and develop logistics and property staff
  • Communicate effectively with internal customers to identify needs
  • Continually seek opportunities to increase internal customer satisfaction and deepen user relationships
  • Interface with Government customer on Logistics and Property operational matters
  • Suggest areas for improvement in internal processes along with possible solutions
  • Ensure smooth and efficient coordination across all departments
  • Lead the team to ensure full understanding and attainment of departmental goals and pursue excellence in team's execution of those goals
  • Perform additional duties assigned by the Senior Logistics and Property Compliance Manager / Director of Contracts & Acquisitions

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a Bachelor's degree from an accredited college or university according to the Council for Higher Education Accreditation CHEA (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • In addition to educational requirements, a minimum of four (4) years of related experience in Logistics, Warehousing, Transportation and Property Accountability functions plus a minimum of two (2) years of Management experience
  • Knowledge of logistics processes, systems and regulations (FAR)
  • Ability to maintain accurate files, logs, and records
  • Intermediate computer skills to include data entry
  • Excellent written and verbal communication skills
  • Ability to lead and manage staff
  • Excellent analytical, problem solving and organizational skills
  • Ability to work independently and handle multiple projects
  • Firm grasp of supply chain, inventory, distribution, business, and management principles
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS
  • Must be qualified to operate Material Handling Equipment (forklift, hand and/or power trucks)
  • Must become educated in and maintain certification for Hazardous Materials in
    Transportation (General Awareness training)
