Position Overview:
PROGRAM DESCRIPTION
The Enterprise IT (EIT) Directorate provides automation and technology solutions for the Frederick National Lab (FNL) and NCI Frederick community. EIT provides the operational IT infrastructure, cyber security monitoring and compliance, business enterprise solutions, helpdesk and desktop support.
KEY ROLES/RESPONSIBILITIES
EIT is looking for an experienced IT/Software Solutions Architect to partner with our Enterprise Architect and Business Enterprise Systems director to drive our modernization plan. The architect will propose solutions and analyze alternatives as we implement the enterprise roadmap; solutions vary in size and comprise Cloud and on-premises system and/or integrations. The Solutions Architect will contribute by leading technical efforts and/or assuring technical decisions are optimal and followed.
Duties include working closely with our IT professionals to develop and integrate computer systems, reviewing existing systems to identify areas for improvement and monitoring the outcome of new or upgraded systems on business operations. Applications of responsibility include the FNL ERP, HR, Corporate Communications, Facilities, Construction Management, Contract Management, Scientific support applications and more.

Responsibilities/Objectives for this position:
- Conducting an evaluation of the computer system architecture with an emphasis on design, including Cloud v on-premises
- Continual evaluation of development platforms (Cloud PaaS/SaaS, low-code), for use, transition and decommission
- Analyzing potential solutions as to how they align with the enterprise architecture
- Creating and maintaining or enhancing procedures, processes and designs for a computer system
- Ensuring that the application architecture team can deliver system solutions for computer architecture
- Reviewing and identifying appropriate system and data integrations within the enterprise
- Work with the Enterprise Architect to groom roadmaps, prioritize initiatives, implement enterprise strategy
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
- Level II - In addition to the education requirement, a minimum of two (2) years of progressively responsible experience
- Level III - In addition to the education requirement, a minimum of five (5) years of progressively responsible experience
- Strong knowledge and experience with modern Cloud and web application development platforms and methods, e.g., Cloud (AWS, Azure, GCP), low-code platforms, Java, C/C++/C#, JavaScript, SQL, scripting languages
- Knowledge of ERP and business systems and processes that support finance, accounting and HR
- Experience architecting COTS (on-premises and SaaS), custom web applications and the integration of data from multiple sources
- Strong knowledge of SQL Server, Oracle, and SSIS
- Experience with SharePoint, O365 Power Apps, Jira & Confluence
- Experience with Agile software development and other modern IT processes
- Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Master's Degree
- Experience with Deltek Costpoint, IBM Maximo, OnBase ECMS, CCure
- Experience converting application development from .Net to Azure/MS PowerApps
- Experiene with Jira marketplace modules to create target business applications
- Experience with the following systems: ERP, ECM/CMS, Enterprise Asset Management, and/or Human Resources Information Systems
- Knowledge of Enterprise Architecture Frameworks and Tools, e.g. TOGAF; professional experience with at least one EA modeling tool
- Experience with business process engineering/reengineering (BPM) of systems across multiple domains, and the management of requirements across full system life cycle
- Strong oral and written communication skills necessary to communicate (technically and non-technically) with team members, other applications staff and consultants
