The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. PROGRAM DESCRIPTION

The Environment, Health and Safety (EHS) programs at the Frederick National Laboratory for Cancer Research and the National Cancer Institute at Frederick provide comprehensive professional EHS services to employees working in general offices, industrial shops, experimental research laboratories, and animal care environments. Work is performed within the offices of the EHS Directorate and across the campus in various customer locations.

KEY ROLES/RESPONSIBILITIES

The Safety Officer V will be responsible for overseeing compliance with environment, health, and safety requirements in facilities and maintenance operations. This position is for a multi-skilled individual who possesses apt leadership and technical skills, whose roles within the facility will complement and improve maintenance operations. The Safety Officer V will:
  • Guide maintenance teams towards an accident-free workplace thorough the execution of established safety policies
  • Evaluate hazards and the inherent safety impacts of activities and systems
  • Assist maintenance personnel with overall preparedness to comply with safety requirements
  • Identify safety issues and enact corrective measures
  • Oversee the documentation and implementation of compliant safety plans and work practices
  • Collaborate with maintenance supervisors to foster compliance
  • Provide on-the-job training with the inclusion of reference materials
  • Audit field activities to enforce compliance with safety policies
  • Recommend upgrades to safety policies to correspond with changes to work practices and technology
  • Report and track health and safety incidents
  • Conduct accident investigations
  • Other duties as assigned

BASIC QUALIFICATIONS

To be considered for this position, the candidate must minimally meet the following knowledge, skills, and abilities:
  • Possession of Master's degree appropriate to Safety Operations from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or six (6) years relevant experience in lieu of degree
  • Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, ten (10) years related experience
  • Possession of OSHA 30 - General Industry
  • Knowledge and efficiency with relevant industry standards including but not limited to 29 CFR 1910 and NFPA
  • Experience with administering and developing company safety policies
  • Knowledge of potentially hazardous activities, systems, and operations
  • Experience with safety plan development and review
  • Experience with providing on-the-job safety training
  • Experience with jobsite safety inspections
  • Experience with accident investigations
  • Proficient with Microsoft Office and web-based applications
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

  • Professional certification (e.g., certified safety professional, certified industrial hygienist, certified safety manager, etc.)
  • Ability to independently coordinate and prioritize multiple tasks
  • Attention to detail
  • Excellent communication skills
