PROGRAM DESCRIPTION

The Frederick National Laboratory is dedicated to improving human health through the discovery and innovation in the biomedical sciences, focusing on cancer, AIDS and emerging infectious diseases.

The Bioinformatics and Computational Science (BACS) Directorate works collaboratively and helps to fulfill the mission of Frederick National Laboratory in the areas of bioinformatics and computational science by developing and applying world-leading computing technologies to basic and applied biomedical research challenges, supporting critical operations, developing and delivering national data resources, and utilizing leading-edge software.

The Advanced Biomedical and Computational Science (ABCS) group is a part of BACS and serves as a hub of translational scientists with expertise in machine learning applied to the interpretation of 2D and 3D biomedical images, clinical and genomics integration, computational chemistry, protein modeling, bioinformatic analysis of omics data, and other applications of computational and data science. ABCS develops state-of-the-art technologies in large-scale data modeling, analysis, and integration and supports the scientific research at the Frederick National Lab by helping translate scientific questions to technical solutions for cancer and biomedical research.

KEY ROLES/RESPONSIBILITIES

This position provides leadership and support for the Advanced Biomedical Computational Science, scientific application development initiatives. Specific responsibilities include the following:
  • Analyze and interpret complex requirements from researchers and program managers
  • Manage the implementation and execution of software projects that work within an established and distributed software development architecture that leverages modern technologies, methodologies and principles
  • Manage and supervise a development team in an agile environment
  • Design and architect solutions with software architects and technical leads
  • Write production-ready code and unit tests to meet technical and business requirements
  • Develop data architecture and data modeling
  • Review user requirements and translate them into analysis and implementation models
  • Provide development support from inception to production support
  • Interface with stakeholders, government sponsors and company management, including status report, presentations, and software demonstrations

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in Computer Science, Information Systems, Bioinformatics or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of four (4) years of progressively responsible experience, including two (2) years of experience in a leadership/manager capacity
  • Experience with one or a combination of the following stacks or frameworks Python & Django, Spring MVC and AngularJS experience
  • Proficiency in client side JavaScript and modern JavaScript frameworks
  • Developmental experience in the following: MVC, MVP or SPA applications, object relational mapping technologies, real-world object-oriented programming, design patterns, SQL and other data query languages, working with databases in production environments and web service development and testing
  • Possess NoSQL experience specifically MongoDB
  • Strong organizational skills and experience in formulating and implementing IT solutions to meet business requirements
  • Agile software development experience
  • Self-motivated and results-oriented, able to effectively handle multiple projects concurrently
  • Ability to multi-task in complex/dynamic operating environment
  • Ability to identify issues and apply problem solving skills
  • Excellent communication and interpersonal skills
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • A minimum of six years of progressively responsible job related experience plus two years of experience in a leadership capacity
  • Tech, Team Lead and Architect experience with a deep understanding of application development is highly desired
  • Agile development experience in a continuous integration environment
  • Experience working with large scientific datasets
  • Data science experience
  • Experience with Cleversafe or other object storage solutions
  • Experience in: RESTful web services, modern UI development in AngularJS (or similar), AJAX, JSON, JavaScript, jQuery, CSS, Bootstrap, Linux command line, XMLDB or other NoSQL databases, data visualization packages, Amazon EC2, AWS, VPC, S3, Docker, iRODS, Elastic Search
  • DevOps experience
  • Agile Scrum Master experience
  • Background in bioinformatics or healthcare IT is a plus
  • Section 508 knowledge
  • Experience with deploying systems that are subject to regulatory requirements in the biomedical domain, including those that are subject to 21 CFR Part 11, HIPAA, FISMA, Section 508 of the Rehabilitation Act, and OMB Memorandum M-060-16
