The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

The Human Resources (HR) Directorate of Leidos Biomedical Research, Inc. (LBR), located in Frederick, MD, is responsible for developing and administering programs that support the recruitment, compensation, development, and performance assessment of the personnel required by LBR to successfully operate the Frederick National Laboratory for Cancer Research

JOB DESCRIPTION

Reporting to the Chief Operating Officer, the Director of Human Resources is responsible for the management, administration, coordination and evaluation of all HR functions within Leidos Biomed. Essential duties include
  • Identifying, developing and implementing initiatives to ensure that Leidos Biomed meets its short- and long-term objectives to perform under the Contract
  • Making recommendations to senior leadership for revisions to HR-directed policies, procedures and practices
  • Communicating changes in HR-directed policies and ensuring that all such policies and procedures comply with federal, state and local regulations, certifications, licensing, contractual and regulatory requirements
  • Maintaining knowledge of industry trends and employment legislation and ensuring compliance
  • Recruitment activities to ensure that positions are filled promptly with highly qualified personnel
  • Collaborating with senior LBR leadership and Government staff, as needed and in accordance with the terms of the OTS Contract, to respond to inquiries or resolve complex HR matters
  • Directing the annual review, preparation and administration of the wage and salary and fringe benefits programs
  • Overseeing HR budget planning and cost management
  • Ensuring the coordination and conduct of exit interviews to identify trends in separation and developing and implementing actions, as required to respond to such trends
  • Overseeing management of employee relations matters, including consulting with Leidos Corporate legal counsel, as appropriate
  • Providing counsel and guidance to assist department managers in carrying out HR-related responsibilities
  • Evaluating, recommending, and/or conducting programs to develop or enhance individual and/or group performance and productivity
  • Directly or indirectly supervising staff within the HR department

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in a related field. (Additional qualifying experience may be substituted for the required education)
  • Foreign degrees must be evaluated for U.S. equivalency
  • Minimum of ten (10) years of progressively responsible relevant experience, including a minimum of eight (8) years of experience in a senior leadership role supervising professional staff
  • Detail-oriented and possessing strong organizational skills with the ability to prioritize multiple concurrent complex tasks/projects
  • Demonstrated working knowledge of systems utilized and program principles/standard practices including employee relations, recruitment and retention, Affirmative Action, compensation, benefits, training, employee development and organization effectiveness
  • Demonstrated ability to communicate effectively and proactively, orally and in writing, with all levels of customers, senior leadership and government officials regarding assigned duties, work with cross-functional teams to translate multi-level customer/user requirements and expectations into effective reporting and program measurement and evaluation, promote philosophy, mission, and values of Leidos Biomed to internal and external stakeholders and effectively inspire others to increase performance and positively impact the mission of FNLCR
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Possession of a Master's degree
  • SPHR/SPHR-SCP Certification preferred
