We have an exciting opportunity for a Senior Manager of Reporting and Compliance for Leidos Biomedical Research ("LBR"), a wholly owned subsidiary of Leidos, supporting the Frederick National Laboratory for Cancer Research a premier national laboratory and Federally Funded Research and Development Center dedicated to the application of biomedical science and technology to improve human health.
Job Description:
The Senior Manager leads all financial forecasting and reporting activities for this $800M+ organization. The position reports directly to the Deputy Director of Finance within the Financial Operations Directorate.
Supporting an unparalleled mission, this position will be responsible for elevating financial reporting internally and externally with our government customers, ensuring compliance with Federal laws (CAS) and government regulations (FAR), as well as budget and rate development, monitoring and reporting. This position is a leadership role that is heavily relied upon by LBR's Executive Leadership Team and is the primary FP&A interface to the Health Group within Leidos, Inc. The ideal candidate is passionate about performing data-driven analysis, creating executive-level presentations, and driving financial performance across the organization and be technologically savvy.

Required Skills and Experience:
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
• Possession of a Bachelor's degree in Finance, Accounting or a related field from an accredited college or university according to the Council for Higher Education Accreditation (Additional qualifying experience may be substituted for the required education)
• Ten (10) years of experience in government contracting with applied experience in Cost Accounting Standards, Federal Acquisition Regulations cost principles, and Federal cost reimbursable contracts
• Ability to effectively communicate verbally and in writing with Federal and Corporate senior leadership, employees, and customers
• Must be able to obtain and maintain a clearance
• Advanced Microsoft Excel skills
• Experience with financial systems software (Oracle, Costpoint, Cognos, IBM)
• Strong understanding of the Income Statement, Balance Sheet, and Statement of Cash Flow

Responsibilities include:
- Development of Annual Operation Plan (AOP) and continuous forecasts for income statement, balance sheet, and statement of cashflows
- Develop presentation materials to support monthly, quarterly, and annual financial reviews
- Lead periodic results and variance analysis reporting
- Communicate potential risks and opportunities against financial forecasts
- Reconcile backlog on a periodic basis to include awards, net bookings, and factoring
- Coordination of financial forecasting and reporting business rhythms across LBR and managing upwards to Group Heath FP&A
- Develop Cost Accounting Standards (CAS) Disclosure Statement, Forward Pricing Rate Proposal (FPRP), and Incurred Cost Schedules annually for submission to DFAS, ensuring on-time, adequate submissions
- Lead indirect cost budget development
- Manage, monitor, and communicate indirect rates (overhead, fringe, G&A, material and subcontract, service centers)
- Lead response generation for internal/external audit requests associated with Incurred Cost submission, FPRP, and other fiduciary/system audits
- Support the organization driving to continual improvement by identifying, developing, and implementing innovation, and contemporary best-practices, in accordance with the terms and conditions of the prime operating contract
- Design and implement automation solutions to streamline and improve reporting capabilities
- Provide training and guidance, as needed
- Partner with cross-functional teams including contracts, procurement, revenue accounting, technical accounting, AR, AP, program excellence and treasury organizations to resolve issues timely
- Support project close-out, as needed
- Special projects, as needed
- Costpoint project setup implementation
- Implementation of financial/project dashboards
