PROGRAM DESCRIPTION
The Cancer Research Technology Program (CRTP) develops and implements emerging technology, cancer biology expertise, and research capabilities to accomplish NCI research objectives. The CRTP is an outward-facing, multidisciplinary hub purposed to enable the broader cancer research community. As part of the CRTP, the Cancer Data Science Initiatives (CDSI) group establishes and extends computational and data science initiatives and strategic collaborations to address key cancer challenges, accelerate cancer research, and advance predictive oncology. CDSI has a leadership role in several collaborations, including the partnership between the National Cancer Institute and the US Department of Energy (DOE) to accelerate advances in precision oncology and scientific computing. These collaborations are growing and have developed innovative artificial intelligence (AI) resources, technologies, and collaborative research opportunities that are shaping the future of predictive oncology, drug discovery, and clinical applications for cancer.
The Community Engagement Team in CDSI leads initiatives to increase adoption of new AI and computational resources and foster interdisciplinary, multi-organization collaborations that will help cancer researchers advance science. A comprehensive, new web portal is being developed as a tool to expand engagement with collaborative NCI programs and the diverse biomedical research community.

Communications and Outreach Manager
The successful candidate will be proficient in leading and developing communication strategy, creating engaging digital content for a new web portal, and implementing outreach initiatives that increase engagement with the cancer research community. The incumbent will be outcome-oriented, future focused, collaborative, and adaptable.

KEY ROLES/RESPONSIBILITIES
Communications and Outreach Manager
The successful candidate will be proficient in leading and developing communication strategy, creating engaging digital content for a new web portal, and implementing outreach initiatives that increase engagement with the cancer research community. The incumbent will be outcome-oriented, future focused, collaborative, and adaptable.
- As part of the cross-functional portal development team, lead and manage content strategy, prepare content, oversee content review and revisions, and implement outreach strategies to advance scientific impact and community engagement.
- Develop and implement strategies to measure and enable web resources to reach utilization goals. Analyze user engagement metrics, adapt strategy as required, and prepare reports to guide future development (e.g., requests for new features/functionality).
- Foster and grow scientific user community and manage working groups utilizing web-based resources for cancer research.
- Plan and implement collaborative cancer data science engagement initiatives. This includes working with other CDSI managers, NCI project teams, working groups, and other stakeholders to:
- Prepare and coordinate content and production of educational collateral materials such as instructional videos, FAQ, and user guides.
- Coordinate logistics for virtual, in-person, or hybrid educational events (such as workshops, webinars, hackathons, and seminars) including provision of audiovisual support, as needed.
- Collect, track, and analyze feedback for educational programs provided through the portal and for all community events.
- Promote educational resources by writing engaging event announcements and emails to a growing distribution list of stakeholders. Manage other outreach and serve as the liaison with Frederick National Laboratory (FNL) and NCI for social media.
- Create, maintain, and publicize a calendar of educational events and other community workshops
- Coordinate and update portal content to ensure timely posting of event recordings, presentations, and other workshop materials.
- Engage the community on recommendations for continuous improvement of portal resources, including additional functionality in response to user feedback.
- Develop relationships with NCI and interdisciplinary stakeholders in the broader research community (e.g., collaborators, user group, working groups) to identify needs and gaps for use of the computational resources and educational material, and develop strategies to overcome the challenges.
- Periodically attend stakeholder, scientific, or industry events, as needed.
- Work with the FNL Scientific Publications, Graphics, and Media group, other CDSI managers, and relevant federal stakeholders to ensure accessibility (Section 508) and other requirements are met.
- Write articles for the FNL and NCI websites to promote community engagement accomplishments and opportunities.
- Work with the CRTP Administrative Director/Office as required.

- Possession of a bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years of relevant experience in lieu of a degree. Foreign degrees must be evaluated for U.S. equivalency.
- In addition to the education requirement, a minimum of four (4) years of related experience, including two (2) years in a supervisor capacity.
- Demonstrated strategic thinking and outstanding writing skills.
- Strong interpersonal, communication, organizational, client relations, team and leadership skills.
- Demonstrated ability to understand and solve complex problems and to work collaboratively across multiple organizational levels and organizations.
- Creative, adaptable, and motivated to make an impact.
- Ability to obtain and maintain a security clearance.
Communications and Outreach Manager II
