The Enterprise IT directorate (EIT) provides IT infrastructure, system solutions and information security to the Frederick National Laboratory and NCI Frederick community. Our team enables the FFRDC operations with IT solutions and supporting the scientific mission.
KEY ROLES/RESPONSIBILITIES
EIT requires a Program Manager to assure budgetary, compliance, performance reporting and control for our directorate.

KEY ROLES/RESPONSIBILITIES
EIT requires a Program Manager to assure budgetary, compliance, performance reporting and control for our directorate.
- Will work closely with EIT functional teams and the Director to plan and track costs to ensure the optimal and compliant operation of the program
- Support reporting of EIT performance metrics across the service areas
- Liaison between EIT and the FNL Financial Directorate, providing forecast and cost data in support of EACs and other financial requirements
- Liaison between EIT and EIT's COR (contracting officer's representative) to answer expense questions, request additional resources and provide IT budget information
- Control expenditures and assure proper cost allocation through PR approvals and tracking
- Work with EIT functional directors (Infrastructure, Enterprise Solutions, PMO, Info Sec) to manage cost and optimize resources on a monthly basis. This coordination to be used for (a) tracking all MSAs (maintenance service agreements) to ensure timely renewal, sufficient funding, and removal of decommissioned systems and (b) identifying and tracking new software and hardware requirements
- Lead or support defining, tracking and reporting KPIs across the EIT service areas
- Support the EIT Infrastructure director with IT equipment budgets
- Support subcontractor management with burn rate tracking and funding adjustments
- Lead Change Management activities associated with EIT's SOW and funding
- Lead financial-oriented data calls from FNL Financial Directorate and government customer
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
- Possession of a Bachelor's degree in Accounting, Finance or related subject matter from an accredited college or university according to the Council for Higher Education Accreditation (CHEA). Additional qualifying experience may be substituted for the required education
- Foreign degrees must be evaluated for U.S. equivalency
- In addition to the education requirement, a minimum of two (2) years of related experience is required
- Professional experience supporting or managing projects or programs, including financial planning and tracking
- Experience with customer interactions, especially with government entities
- Experience managing vendors and subcontractors
- Mid to advanced skill with Microsoft Excel
- Must be able to obtain and maintain a Public Trust security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
- Experience with US Federal Government contracting and related accounting principles
- Experience implementing KPI and metric reporting processes
- Experience with FAR, acquisition processes
- Experience with CAS, SOX, etc.
- Experience with Cognos, Costpoint, and IBM TM1
