The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. PROGRAM DESCRIPTION

The Enterprise Solutions group (BES) is part of the Enterprise IT directorate, overseeing the strategic vision and implementation plan of IT systems and solutions that the support Frederick National Laboratory for Cancer Research (FNL) operational and scientific organizations. The BES scope includes development, integration and optimization of the enterprise business systems used by the FNL operator, Leidos Biomedical Research, as well as logical and automation solutions for the scientific community.

KEY ROLES/RESPONSIBILITIES

BES is looking for an experienced Information Technology Manager to lead our business process automation and integrations team that's responsible for managing operational and logistical systems that support cancer and infectious disease research. The IT Manager will have system ownership over a broad range of systems, applications, and technologies. This role will work with the Solution Architect to plan and implement a modernization and continuous improvement roadmap, deploying, integrating, and maintaining systems primarily built on Microsoft platforms. The role involves a combination of managing staff, defining processes, designing solutions and implementation.
  • Plan, organize and execute the Business Enterprise Systems' mission, chiefly the full life management of applications and technology solutions to support the operation of FNLCR
  • Lead and bring structure to the Sharepoint/SPO/Power App/M365 team
    • Define roles and process for O&M of existing on-premises Sharepoint and SPO sites
    • Assuring training, delegation/enabling of team members
    • Align development process and help transform teams to SAFe (Scaled Agile Framework)
    • Define teams, backlog structure, kanban tools, SCRUM tooling, DevOps tooling.
  • Develop new Power Apps/SPO applications
  • Define plan to modernize legacy ASP/.NET apps
  • Work within a matrixed organization including other development teams and subcontractors
  • Define & implement future Enterprise Data Warehouse for optimization analytics & reporting
  • Manage SSIS, ETL and data integration resource - support and enhance new SSIS data integration across the BES/EIT landscapeContribute to new application development on the Azure Cloud DevOps platform
  • Staff management to include resource assignment, mentoring and performance management for 3-4 resources

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of a Master's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in related field
  • Foreign degrees must be evaluated for U.S. equivalency
  • In addition to education requirements,a minimum of eight (8) years of experience managing IT operations, (software) product development or IT projects
  • Experience implementing SaaS solutions for enterprise capabilities
  • Experience with Microsoft development tools and platforms
  • 8+ years of experience in system or software development (SDLC), using modern language(s) and technology, e.g., Java, C/C++/C#, JavaScript, SQL, scripting languages
  • Experience as a team lead or development lead
  • Experience working with business customers and end users - managing customer expectations
  • Knowledge of NIST RMF (800 series or equivalent) and experience developing organizational processes to improve security compliance while maintaining IT service delivery
  • Strong task and project management skills, managing tasks in a broad range of size and complexity
  • Experience with Agile software development and other modern IT processes
  • Strong oral and written communication skills necessary to communicate (technically and non-technically) with team members, other applications staff and consultant
  • Ability to learn quickly and get up to speed with new technologies
  • Ability to work in a matrix team structure and collaborate and share knowledge, mentor junior developers
  • Must be able to obtain and maintain a public trust clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:
  • Prior management experience
  • Experience using JIRA/Confluence or similar toolset to manage work organization-wide (operational, compliance, development, maintenance)
  • Experience managing the development and integration of COTS (on-premises and SaaS) and custom web applications
  • Experience with business process engineering/reengineering (BPM) of systems across multiple domains, and the management of requirements across full system life cycle
