The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. PROGRAM DESCRIPTION

Within Leidos Biomedical Research Inc. (operator of the Frederick National Laboratory for Cancer Research), the Clinical Research Directorate (CRD) provides clinical supervision of programs at the clinical end of the research spectrum. The quality assurance programs provide the required autonomy and transparency of Good Manufacturing Practice quality assurance operations. CRD also provides operational support for clinical research and supports clinical trials management, regulation, pharmacovigilance, and protocol development/protocol navigations. These support services include dedicated clinical research professionals who provide patient care to clinical trial participants at the National Institutes of Health (NIH) Clinical Center, and other research services that support the domestic and international clinical research initiatives of the National Cancer Institute (NCI), the National Institute of Allergy and Infectious Diseases (NIAID), and several other institutes within NIH. CRD's support services are strategically aligned with its mission to provide comprehensive, dedicated support to assist NIH researchers in providing the highest quality of clinical research in compliance with applicable regulations and guidelines, maintaining data integrity, protecting human subjects, and helping to advance scientific clinical research. CRD facilitates the conduct of NIH-sponsored clinical trials that investigate the prevention, diagnosis and treatment of cancer, influenza, HIV, infectious diseases and emerging health challenges like Ebola virus and COVID-19, parasitic infections, heart, lung and blood disorders, and rare and neglected diseases. CRD's collaborative approach to clinical research support and the expertise and dedication of staff to the continuation and success of CRD's mission has contributed to improving the overall standards of public health on a global scale.

The Clinical Research Directorate (CRD) provides psychologist support for developing patient engagement networks to the National Cancer Institute (NCI), Center for Cancer Research (CCR), Behavioral Health Core (BHC).

This position can be hired as either a Clinical Psychologist I or Clinical Psychologist II.

KEY ROLES/RESPONSIBILITIES

• Conducts neuropsychological assessments of patients on various medical protocols, including writing clinical reports
• Acts as an Associate Investigator on select medical protocols to oversee the psychological component of those studies
• Serves as an Associate Investigator on an umbrella rare tumors protocol as part of the Moonshot Initiative and will lead the psychology components
• Takes on a leadership role on specific subprotocols; as such, the person will be charged with developing and implementing focused psychological protocols, conducting research and clinical evaluations of patients with rare tumors/diseases, performing data analyses, and authoring manuscripts and conference presentations to disseminate findings
• Engages in other research-related tasks as needed to support the Moonshot Initiative and BHC program, such as conducting focus groups, designing tools for symptom management, and employing novel e-health technologies
• Advises, guides, and leads development of new survey instruments
• Authors scientific publications and presentations and prepare scientific peer-reviewed manuscripts for journal publication
• Participates in scientific review of manuscripts for scholarly journals, textbooks, or edited book chapters, and/or abstracts for papers and posters submitted for presentation at conferences
• Cites recent research and appropriate readings relevant to health behavior/health informatics research
• Coordinates and assists with the development and implementation of new transdisciplinary collaboration assessment tools and help to refine existing protocols for collaboration processes and outcomes
• Participate in review groups for study proposals or protocols
• Develops, implements, and manages various initiatives, including: the development of research agendas for specific topic areas; the development of scientific content and identification of content expert speakers for national meetings; and the development and evaluation of public services
• Develops data sets and an online survey system for the collection of research data, methods modification, metrics, and techniques, as well as develop a web site user's guide to include a summary of recommendations
• Identifies and resolves potential problems
• Interacts and collaborates with other scientific staff, practitioners, and public health administrators
• Participates in and lead collaborative groups that conduct research in behavioral health, especially those that are trans-divisional, trans-NIH, or trans-institutional (including public-private partnerships) in nature
• Provides consultative input and expertise in research and evaluation
• Provides data analysis for testing and development of behavior theories
• Serves as team leader for project oversight and evaluation
• Supervises technical personnel
• Works with supervisor in the development of new assignments, program goals, and objectives
• This position is located in Bethesda, Maryland

BASIC QUALIFICATIONS

• Possession of a PhD degree in Psychology from an accredited college or university according to the Council for Higher Education Accreditation (CHEA) and from a program accredited by the American Psychological Association
• Must be a licensed psychologist or license eligible in the State of Maryland and be certified to review civil commitment evaluations
• Clinical Psychologist I - No experience required beyond the educational requirement
• Clinical Psychologist II - In addition to the educational requirement, a minimum of two (2) years of experience in the psychological assessment of children and adolescent populations with mental illness, severe emotional disturbance, and addictive diseases
• Knowledge of applicable county, state and federal laws, statutes, rules, ordinances, codes, and regulations
• Knowledge of professional psychological testing, evaluation, interpretation, diagnosis and counseling principles, practices, and procedures
• Knowledge of psychotropic medications
• Knowledge of the principles and practices of legal, ethical, and professional rules of conduct
• Knowledge of social program and justice system administrative processes and protocols
• Demonstrated ability to interview, evaluate and interpret test results
• Ability to analyze problems, identify solutions, recommend, and implement methods, procedures, and techniques for resolution of issues
• Ability to understand, interpret and apply relevant statutes, ordinances, codes, and regulations
• Demonstrated ability to assess and evaluate behavioral health problems, and make recommendations based on observations and interviews
• Ability to respond to or provide direction for irate, confrontational, or significantly impaired individuals
• Demonstrated skills necessary to supervise and provide expertise and guidance to clinical staff
• Ability to assess and prioritize multiple tasks/projects
• Command of Microsoft Office inclusive of Word, Excel, Access, and PowerPoint
• Must be able to obtain and maintain a clearance

PREFERRED QUALIFICATIONS

• Strong working knowledge of clinical research/clinical trials, ethics, processes and protocol implementation and management
