The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

The C&A Purchasing Department is responsible for the following activities in support of the Frederick National Laboratory: acquisition of goods and services, equipment maintenance and repair, and training for program areas in the use of ERP systems.

KEY ROLES/RESPONSIBILITIES
  • Responsible for strategic sourcing of assigned commodities
  • Independently procures and contracts for assigned categories/commodities involving high dollar value, risk and complexity
  • Lead the development of and execution of category management strategies for all assigned categories/commodities
  • Develop and execute sourcing strategies
  • Work with internal stakeholders to define requirements for sourcing objectives
  • Evaluate competitive offers and present sourcing options that meet business requirements
  • Ensure all selected suppliers are compliant to service level agreements
  • Work with suppliers to develop continuous improvement plans and metrics to monitor performance
  • Conduct in depth cost and spend analysis in order to develop cost savings initiatives through various cost reduction options
  • Review and expedite vendor selection and purchasing decisions through appropriate competitive bid and strategic sourcing processes
  • Monitor, manage and report on achievements on key purchasing indicators in line with department requirements
  • Immediately respond to unforeseen supply failures, working with internal stakeholders and suppliers to avoid supply chain interruptions
  • Identify industry trends and market development for respective categories
  • Responsible for gathering relevant benchmark data, and supply market intelligence
  • Conduct Quarterly Commodity Management presentations on assigned commodities/categories*

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of Bachelor's degree in Business from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of five (5) years of strategic buying experience at a senior level
  • Knowledge of procurement process and strategic supplier management
  • Ability to provide full life cycle management of commercial contracts and orders ranging from reviewing the purchase request or statement of work to managing the executed unilateral or bilateral contract
  • Strong knowledge of the key aspects of the RFI/RFQ sourcing process
  • Demonstrated working knowledge of Federal Acquisition Regulations (FAR)
  • Results driven, self- starter, problem solver with proven ability to drive projects to a successful conclusion
  • Demonstrated proficiency in Microsoft office products with an emphasis on Excel and PowerPoint
  • Strong negotiation skills. Capable of leading negotiations for high value contracts
  • Strong organizational, follow-up, analytical, and reasoning skills
  • Ability to obtain and maintain a security clearance
